{"id":3015,"date":"2026-03-06T15:08:39","date_gmt":"2026-03-06T07:08:39","guid":{"rendered":"http:\/\/kehu264.fang47.com\/?p=3015"},"modified":"2026-03-06T15:08:43","modified_gmt":"2026-03-06T07:08:43","slug":"otr-tire-industry-faces-infrastructure-cliff-tariff-uncertainty-in-2026","status":"publish","type":"post","link":"https:\/\/www.koyooto.com\/index.php\/2026\/03\/06\/otr-tire-industry-faces-infrastructure-cliff-tariff-uncertainty-in-2026\/","title":{"rendered":"OTR Tire Industry Faces Infrastructure Cliff, Tariff Uncertainty in 2026"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.kumhotire.com\/us\/global\/rebates\/view.do?seq=130&amp;currentPage=0&amp;menuCd=MN003076\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/qnp.babcoxmediainc.com\/assets\/a52f265e-7222-411e-96bf-8c8e3559d0de.png\" alt=\"Advertisement\"\/><\/a><\/figure>\n\n\n\n<p>During the 71st OTR Tire Conference in Orlando, Florida, Roy Littlefield IV,&nbsp;<a href=\"https:\/\/www.tirereview.com\/tag\/tia\/\" target=\"_blank\" rel=\"noreferrer noopener\">TIA<\/a>\u2019s vice president of government affairs, laid out the legislative characteristics facing the off-the-road tire industry in 2026.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.bartecusa.com\/rite-sensor\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/qnp.babcoxmediainc.com\/assets\/ea4561f2-efb7-44f2-a407-d9443dbf31db.png\" alt=\"Advertisement\"\/><\/a><\/figure>\n\n\n\n<p>With the 119th Congress in its final year, and in an election year with the mid-terms this fall, he said change in Washington is fast approaching \u2013 and will impact the industry along with it.<\/p>\n\n\n\n<p>\u201c[There\u2019s] a lot of noise, a lot of uncertainty, and a lot of competing priorities in Washington and in state capitals across the country, but it also means opportunity,\u201d he said. \u201cLawmakers are listening more closely. They\u2019re paying attention to how policies affect real people, real jobs, and real businesses back home.\u201d<\/p>\n\n\n\n<p>For the OTR industry, that means infrastructure, mining, and industrial expansion will need the products, like OTR tires, to keep them running. They are equipment-intensive industries, after all, which is always a good sign for the industry.<\/p>\n\n\n\n<p>\u201cThe off-the-road tire industry doesn\u2019t live in theory,\u201d Littlefield said. \u201cWhen policymakers talk about economic growth, infrastructure investment, energy independence, or new technology, none of those goals can happen on their own. They only become real when equipment is moving, materials are being hauled and work is underway.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Infrastructure Funding&nbsp;<\/h2>\n\n\n\n<p>Littlefield said the most immediate legislative sticking point in the near-term is infrastructure. The current&nbsp;<a href=\"https:\/\/transportation.house.gov\/surface-transportation-reauthorization\/\" target=\"_blank\" rel=\"noreferrer noopener\">surface transportation authorization<\/a>&nbsp;expires Sept. 30, which he said puts future federal funding on the table.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/coatscompany.com\/best-vehicle-lifts\/?utm_source=tirereview&amp;utm_medium=website&amp;utm_campaign=maxx_lift_mar2026&amp;utm_content=leaderboard_728x90_320x50_0301\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/qnp.babcoxmediainc.com\/assets\/97ef0063-dce0-4f97-a143-73d24659ac40.png\" alt=\"Advertisement\"\/><\/a><\/figure>\n\n\n\n<p>\u201cWhen Congress debates highways, bridges, ports, and other major infrastructure projects, those discussions aren\u2019t just numbers on a spreadsheet,\u201d Littlefield said. \u201cThey represent real jobs, real schedules, and real economic activity.\u201d<\/p>\n\n\n\n<p>He reminded attendees that, though the past five years saw historic infrastructure investment, that momentum can\u2019t stall.<\/p>\n\n\n\n<p>Littlefield said those infrastructure dollars should be used smarter. He pointed to rubber-modified asphalt and tire-derived aggregate as cost-saving solutions. In fact, TIA estimates that national adoption of rubber-modified asphalt could save the federal government $6 billion per year.<\/p>\n\n\n\n<p>\u201cThese products don\u2019t just stretch taxpayer dollars,\u201d he said. \u201cThey improve performance, durability, and long-term outcomes.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Right to Repair and Regulatory Hurdles<\/h2>\n\n\n\n<p>While federal spending may dominate infrastructure, and therefore OTR, conversations, Littlefield said the rules governing how businesses operate can have just as much impact on the OTR sector.<\/p>\n\n\n\n<p>He pointed to Right to Repair as one of those examples.<\/p>\n\n\n\n<p>\u201cFor the OTR tire industry, Right to Repair is not a theoretical debate. It\u2019s practical,\u201d Littlefield said. \u201cIt keeps machines running, reduces downtime and helps businesses control costs.\u201d<\/p>\n\n\n\n<p>In many OTR applications, equipment operates in remote locations, which means delays can turn into lost productivity. When equipment goes down, Littlefield said operators have to be able to diagnose issues and complete repairs without waiting on access to the proper tools.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.tubotowels.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/qnp.babcoxmediainc.com\/assets\/7a128f4c-2a25-446d-8ed3-296f0e283175.jpg\" alt=\"Advertisement\"\/><\/a><\/figure>\n\n\n\n<p>\u201cWhen equipment goes down, often in remote locations, operators need to diagnose problems, make repairs, and get back to work quickly,\u201d Littlefield said. \u201cThat means access to tools, software, parts, and information.\u201d<\/p>\n\n\n\n<p>Beyond repair access, Littlefield said TIA is working to reduce regulatory burdens that add cost. He referenced increased use of the Congressional Review Act to revisit federal regulations, which he says can improve regulatory efficiencies without reducing focus on environmental or safety protections.<\/p>\n\n\n\n<p>\u201cLet me be clear,\u201d he continued, \u201cThose safeguards matter. We are calling for regulations that make more sense, rules that are easier to follow, permits that move faster and fewer overlapping requirements that drive up costs without improving results.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tariffs and Trade Uncertainty<\/h2>\n\n\n\n<p>Littlefield said that, for an industry that depends on a complex international supply chain, tariffs can have ripple effects. Especially when it comes to manufacturer pricing and dealer inventory decisions.<\/p>\n\n\n\n<p>\u201cTariffs remain an active part of the administration\u2019s broader trade and negotiating strategy on the global stage,\u201d he said. \u201cAs an Association, we do not take a one-size-fits-all position on tariffs. Our membership is diverse. For some members, tariffs may create challenges around cost, availability and planning. For others, they may provide competitive advantages or help support domestic production.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.kumhotire.com\/us\/global\/rebates\/view.do?seq=130&amp;currentPage=0&amp;menuCd=MN003076\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/qnp.babcoxmediainc.com\/assets\/a52f265e-7222-411e-96bf-8c8e3559d0de.png\" alt=\"Advertisement\"\/><\/a><\/figure>\n\n\n\n<p>Regardless of members\u2019 stand on tariffs, Littlefield said every member can agree on the need for stability surrounding them. Or, at least a general understanding on how they\u2019ll affect pricing and infrastructure projects.&nbsp;<\/p>\n\n\n\n<p>\u201cWhat\u2019s clear is that changes in trade policy can move quickly and create uncertainty for businesses trying to plan, invest and serve their customers,\u201d Littlefield said. \u201cOur role is to advocate for clarity, predictability and sufficient lead time so businesses can adjust and make informed decisions.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tax Policy Updates<\/h2>\n\n\n\n<p>Littlefield also said recent tax policy has been a positive development for the industry. The recently passed \u201cOne, Big, Beautiful Bill Act\u201d includes cuts that should help with cash flow and infrastructure reinvestment, he said.<\/p>\n\n\n\n<p>\u201cThese provisions improve cash flow, encourage reinvestment, and provide greater certainty for long-term planning,\u201d he said. \u201cFor many business owners, the permanent estate tax exemption levels are especially important.\u201d<\/p>\n\n\n\n<p>At the state level, Littlefield said legislative activity is very active.
